What is the version of client on Win98 machine? Can you ping Win2K machine from Win98?
Is the listener running on the Win2K server? What is the error message that you get?

Post entry from your Win98 tnsnames.ora, sqlnet.ora and Win2K listener.ora files.

If you had posted the above in your original post....you would have gotten some kind of an answer. Now you gotta wait. Your loss!!
