Oracle v8.1.6 on openVMS v7.2-1

Hi,
I have Oracle v8.1.6 running on openVMS v7.2-1. I am getting the following error:-
ora-20000 Procedure fails on others - 1653 - ora-01653 unable to exit
Any ideas as to what could be causing this ?
