There is a note on Metalink on this very issue for 11i sites. Search on Metalink for string "WFNTFTMPL_FAILED" which will recommend a patch (are you shocked?). It requires Workflow ver 2.6.
Have you ever gotten Workflow Mailer to work? There are numberous configuration gotchas on the path, but once you get it set up correctly, it works well, at least in Apps 11.0.x.
