ORA-02020 TOO MANY DATABASE LINK IN USE

During the compilation with DEVELOPPER 2000, an error 02020 occured.
But we need only one link to a remote database. We modified the
init.ora file with :
OPEN_LINKS = 10.
Is there someone to help us.
