I might suggest you try www.dbasupport.com or maybe www.HotOracle.com. I'm new myself and have come across the same problem.

If you're preparing for OCP SQL & PL/SQL., you'll greatly benefit from practicing your SQL skills in sqlplus. You will also benefit from the installation practice, if you're preparing for OCP Admin & Architecture. Beyond that, you won't find a great deal of benefit, unless you create a database and begin networking it to clients.
