Actually VPDB-like capability exists in 8i (8.1.5-8.1.7) - some call it 'row level security' but the official term is 'fine grained access control' and it's fully documented in the admin guide which can be found at http://technet.oracle.com > documentation. The biggest single advantage of waiting for VPDB is that it's much, much easier to maintain.
