I concur.

If you have your heart set on OAS instead of the newer 9i AS, you might try installing in the 'other' order - OAS first. I've never found OAS to co-exist happily with any other Oracle product on the same machine. (That said, when on separate machines and when fiddled into stability, OAS interoperated very nicely - it's just a tremendous burden to fiddle and maintain, especially when compared to 9i AS.)

If you don't have your heart set on it, 9i AS gives 'most' everything that OAS did, and a whole lot more. It's available for download at http://technet.oracle.com

Last point - I don't recall seeing OAS certified on Windows 2000. You coud check that at http://platforms.oracle.com
