dbms_standard is created in SQL script dbmsstdx.sql, which in turn is called by
catproc, the standard script to run when you want the procedural extension to
be installed.
Start svrmgr80 (or svrmgrl depending on the platform), connect internal
and run %RDBMS80%\admin\catalog
