ORA-03121 no interface driver connected - function not performed

I installed Oracle client 8.0.3 on a development machine with NT 4.0 SP4 (German) which also contains MS SQL server 7.0 and MS OLAP services, MS IIS 4.0 and MS Index Server, MS Visual Studio 6.0a Enterprise (German).

I used Oracle Net8 assistant to set up service ( I did this successfully on several other machines some also using Visual Studio 6.0a) without ROUTE, SID = ORCL using TCP/IP. TCP/IP is running fine on this machine when used with different software.

On this particular machine I get the following error when testing the connection:

ORA-03121: no interface driver connected - function not performed.

Oracle is installed in the directory "D:\DB\ORACLE" and not the default directory.
