I suspect that SQLPLUS is located in a folder where the correct DLL files reside. Whereas the Easy Config is elsewhere.
Check that your PATH variable is set up correctly to include the correct drivers (Oracle DLL files)
Have you tried checkingthe "Oracle HOME" - see the Oracle Home Selecter program.
