There have been a couple of go-arounds in cdo.server about the efficacy of this. The Advanced Oracle Tuning and Administration book has a couple of chapters on it. I have a link to some on my web page. There is also certification done by www.chauncey.com.

Personally, I think giving such a test without being a skilled Oracle DBA biases the test towards those who have studied the web pages and the book, and against some more experienced DBA's. YMMV.
