I vote for the former. Although my reference material is not handy, I do not remember
cascading updates/deletes being part of the "definition" of relational. You can develop
a perfectly good app in a relational system without using cascades. (you just gotta
wrtie more code to do it )

 If you ask me it is ust a feature of most modern relational systems.
