Database security on the Web

I have been tasked with finding out all I can about securing either Oracle or Informix databases on the Web. We will be using IIS on NT and I would like to know if it is possible to provide a secure product down to the row level in the database. I need to be able to provide a C2 securable system on the Web and I have not yet been convinced that it is possible. Any suggestions as to how or where I can find out info that deals with this?
