Installing Forms 4.5 runtime at remote

I need to install Forms 4.5 runtime on computers at remote locations and maintain our in house software over our frame-relay WAN 56K. Our bandwith is too low to have users access our servers directly.
Also I know that Oracle is comming out with a product that will allow Forms 4.5 to run over HTML. If anyone has information that could help me I would appreciate it.
