Kyle,

	You do need to optimize if you expect any kind of load on the
	system, now or in the future.  Bad layouts can kill performance.
	However, the time seems way too high for simply rearranging
	objects to different tablespaces/disk drives, unless you have
	an unbelievably large and complicated system.  The dba may
	be including a lot of other tuning that could be done but I
	would be a little wary.
