TNS-12560: TNS:protocol adapter error

I am trying to configure SQL*Net between a WIN95 machine and NT Workgroup Server. I've tested the TCP address and name resolution between the two machines and the IP network seems to be in order. However, SQL*Plus connections to the Workgroup Server fail complaining that there is no interface driver connected:
ERROR: ORA-03121: no interface driver connected - function not performed
Power Objects fail for the same reason. I've tried repeatedly to use SQL Easy Net configuration to configure the network interface but there aren't very many options to get wrong or right there.

One issue that may be responsible for this mess is that 1) there is a version of PO7 WIN95 2) I have installed the PO7 Workgroup Server and the ORAWeb Server on the NT server machine which has produced redundant Network directories and probably more. I am not sure whether this dual installation on the NT Server is workable - although the PO7 DB is accessable locally on the NT machine.
Hopefully, someone has a suggestion or two for this situation.
