Multi-threaded server question

We have switched one of our servers to MTS and a problem arised. Our situation is: we have one dispatcher and 3 to 10 shared processes. Somehow the dispathcher only uses one of the shared processes, keeping all other incoming requests in its queue (even though two share processes are perfectly available). does anybody have any idea what may be going on?
