Webserver 2.0 CGI and HTML

We are running Webserver 2.0 on a SGI running Irix 5.3
The webserver seems to want CGI scripts and static HTML in different virtual
directories. It seems that when the virtual directory is type "CR", then it
doesn't like the static HTML, when it is type "NR", then CGI scripts are not
executed.
This wouldn't bother me if we were building a new website, be as we already
have a large site, it means modifying alot of HTML code.
My question is, is there a way I can mix static HTML and CGIs in the same
virtual directory
