Error 303 in Forms 4.5 trying to use DBMS_SQL on 7.0.16 db

Hi,
I'm attempting to create a function within a library in Forms 4.5.
The function calls the db package DBMS_SQL to perform dynamic SQL.
When I try to compile the function, I get:
Error 303 at line x, column y
The function creates fine under SQLPlus. A call to Oracle Support has netted me two bulletins, but no solutions.
What's the problem?
