time zone

I've got an application that needs to convert a time stamp from GMT to local time, in this case moutain time. The new_time function takes a time zone argument of 'MDT' or 'MST'. I'm looking for ways to handle how to decide whether to use MST or MDT, without defining a business calendar, so that the conversion to the correct time is handled without hard coding the time zone and having to change it twice a year.
