If you are in Windows 95, are you using the Windows 95 version of SQL*net. The home should be orawin95. If you have the correct version of SQL*Net, do you have 32bit ODBC drivers? You can also try to move the folder with your ODBC drivers up in the path in your autoexec.bat file.
