Guys,
We all know and love SQL*Net 2 (after all how would we get overtime without it?).
Here's a little useful info for you.

  1. The initial connection can be (and usually is) much slower than subsequent connections.
  2. If you set AUTOMATIC_IPC = OFF in the SQLNET.ORA file you should see an improvement in connect time as it wount look up the address.
  3. You can also specify the IP address in the HOST part to sort of 'direct connect'.
