SQL-Loader problem on Windows NT 3.51

Does anyone know of ORA-03121 when running SQL-Loader on Windows NT
3.51.  The error indicated 'No interface driver connected - Function
not performed'.  This is downloaded version from Oracle web site. Could
it be something to do with the install process. Is there some script
which maybe has not been run?  We have read all the documentation but
can not find any references to interface drivers.
