There is no way to perform an in place tablespace defrag with standard Oracle tools. There are third party tools which claim to be able to do this, but I have never seen them in practice. The only suggestion I have is to export all users that have objects in the tablespace, delete all tablespace objects, and re-create the tablespace with the proper storage params. Good luck.
