Oracle License agreements vary from customer to customer. I really suggest that you contact your Oracle Sales Rep for this information. What I could tell you about "our" license agreements probably will not apply to you anyway and would just serve to create more confusion.

As far as the choice of products is concerned you seem to have all the bases covered. Webserver 1.0 (or higher) is included in the default installation of 7.3 whether you want it or not. You may want to consider Designer/2000 to assist your database design efforts.
