Lousy SQL*Net2 connection performance

My SQL*Net2 connection times are very slow.

SQL*Net2 (client = v2.3) connections from a Windows PC to any of my local Oracle servers takes 12 - 15 seconds to complete. This is unacceptably long. Using SQL*Net1, these connections take less than 3 seconds. Once I'm connected, things hum along just fine.

I'm using TCP/IP. For experimentation, my TNSNAMES.ORA file has one entry in it. My PC is reasonable ('586, 133mhz, 32MB), my servers perform well (few users, Sun UltraSparc, lotsa allocated RAM) and my network is decent... at least with everything else.

Does anyone have any explanation as to why my performance using SQL*Net2 is so poor? Any fix?
