Oracle Pro*c Makefile targets not deleted on error

Does anyone know why Oracle pro*c targets aren't deleted, if pro*c fails to make the target. This means that the halfbaked C files are left around, and subsequent makes think everything is hunky-dory, and won't call proc again, even thought the target was never made correctly, because proc didn't wipe out the file, after it aborted.
