Oracle's Pl/Sql has two ways of doing process to process comunication . one is Dbms_pipe and the other is dbms_alert .they defer from each other in some aspects .
basicly it is like writing something
to a mail box and then letting someone else read it from that mailbox. You can read about it in one of the dba's books . or can read the packages heading remarks .
I Think U should also look at oracle's Database triggers which detact any activity on a table and let u execute somthing .
