ORA-01821 unknown date format

Hello oraclers !
I have a problem with string to date conversion.
Converting a date-string to date-type with to_date sometimes results in
an ORA-01821 - unknown date format.
But thats not true. The date-string is perfectly valid as it checks ok
on the second run !??
ex : to_date('020367','DDMMYY') (Norwegian birthdate)
There is no pattern in rejected date-strings, and I am lost !
Any sugestions ?
