From those error statements, it appears that the package DBMS_PIPE does not exist (i.e., it was not included with all the other built in packages). Our version of Oracle was mysteriously missing the DBMS_PIPE package as well. If you really, really need, I guess you can call tech support and ask why it's not there. If you find out anything, let me know.
