Actually, at least on NT with versions 7.1, 7.2, 7.3 if it is public rollback segment, it goes online during startup. No matter what init.ora says. Sensitive for ROLLBACK_SEGMENTS are private (created by: CREATE ROLLBACK SEG... command rather then CREATE PUBLIC ROLLBACK SEG... ).
