Dynamic Web page

I'd like to develop an application that would access database for the information and post it on the client web page. In addtion, if the information in the database change, I want the new change automatically 'push out' to the client dynamically. Does anyone know whether Oracle or any third party products have the tool to broadcast data from database to the Web client dynamically in that fashion?. Oracle Web Server?. MS SQL Server?.
