If this is the normal way, i.e. client requests the information and the sever responds to the request, then both Oracle Web Server and MS SQL Server could do the job.

When you want "the new change to automatically 'push out' to the client dynamically", then both Oracle Web Server and MS SQL Server and do the job but with a bit of Web Technology setup.

Could you elaborate?
