HELP: LIMITATIONS of OPO; Blank FORMS; User defined functions

What are the limitations of OPO on Win 3.1 Plateform. for e.g. number of OPO libraries, size of application etc.
How can we open a form with no data in the beginning? Is there a way other then providing a non true condition?
Can we define a function outside of a form? i.e. not associated to a form?
