I have been through several evaluations of this nature as well as having used numerouse tools on the market. If you are in an ORALCE environment, Designer/2000 is the optimal choice in my opinion, for a number of reasons, particularly compared to S-Designer and ERWin. I consider the latter tools "low-end" tools. Remember that Designer/2000 is largely a repackaging of ORACLE CASE which is a powerful, established product.
