You would have to know the history to know this. I can't find it in the Forms 4 documentation. However -

  The KEY-ENTER trigger will NEVER fire unless the form is running in   character mode on a block mode terminal (i.e. an IBM 3270).

  There is no KEY- trigger which is fired in response to the Carriage Return   or Enter key on either a vt100 style terminal or a PC running windows.
