That's correct. Acutally, the 2.x version is usually 2.2 or higher.

SQL*Net 1 is thrown in for legacy Oracle stuff that requires it, or for people who don't know how to do SQL*Net 2 yet. If you have a fresh Oracle install, go with SQL*Net 2.
