Thanks for the reply. I thought there might be an easier way.

With a little luck someone at ORACLE is reading this thread and will either add it to the exp/imp utilities, or come up with another backup program that does it.

I can understand the logic for not doing it automatically. They have no way of knowing that you're importing the user into the same database as it was exported from. But I still think there should be an option for this because 90% of the time you are importing back into the same database.
