Use Glogin.sql within application

Hi Oracle users

Does anybody know how can we take over the control of accessing an Oracle database. There is a login script GLOGIN.SQL, which is executed first when a user logs on to an Oracle database via SQL*Plus. We need a similar facility or a way of controlling the access to the database, but from within an application - VisualC, ODBC app., etc.
