Oracle and a State Table.

Can anyone send be a breif discription of how to set up a state table in Oracle 7. I will be running batch programs against the database, and want to set up a 2 dimensional table with each cell in the table to have either two or three states. And if I change the state of one cell, that it will trigger state changes in other cells. Much like formulas in spread sheets. Any examples would be greatly appreciated.
