Hi,

This error indicates that SQL*NET V2 is unable to connect to the server databse.

Possible problems:

1. Server machine is down
2. The database on the server is down.
3. The listener process on the server is down.
4. Bad or missing tnsnames.ora in \orawin\network\admin

Try www.oracle.com I think they put a bulletin on this error
