I assume you installed an older version of Oracle. In Oracle V7.1.3, SQL*Plus is a Windows 16-bit app and connection was slow. I have installed Oracle V7.2.2.4 which has a 32-bit version SQL*Plus. It takes about 3 seconds to do the connect now.
