From my experiece using import and export the import will restore the whole database for you. You do not need to build the tables before doing the import. The import will build the tables, constraints, indexes, etc... for you when it runs.

All you have to have is the database instance and a system user set up before you run the import.

I recommend that you run both the export and import as the system user to avoid any permissions conflicts.
