you need to learn the difference between OLAP tools, developer tools both higher and lower level.

OLAP tools consists of end user data dippers, browsers, and report runners. they do not let the user make changes, they report the data according to predefined queries, and some let theuser enter criteria. some of the good ones are Oracle Express, Oracle Data Browser, Brio Data Prism etc.

developer tools run the gamut, high level ones like Powerbuilder, Oracle Power Objects, Visual Basic, Oracle PL/SQL and the use of hypercard are easier but require developer expertise. some have built int report writers, others like GQL, and Crystal Reports still require an analyst at least. but can be run by the end user.

low level tools like c++, Oracle Forms etc require engineering, and long project development, but make gui interfaces customized to your needs.

the above are gui based, older less appealing technology like ascii screen interfaces
can be created with few tools these days, but require engineers.

you cannot get it all in one package, it requires some knowledge to even wander around the landscape. sorry.
