Gene,

  1. Most of Oracles front end tools are cross platform. You will need to check with oracle on release dates for each platform. Normally the Windows environment is the first to be released.
  2. All of Oracles tools use Oracle's SQL*Net product to connect to Oracle. This product requires the Protocol adapter software as well (i.e. TCP/IP, etc...)
  3. Visual Basic, PowerBuilder, Delphi are the most popular non Oracle Interfaces.

  I also wanted to point out that Oracle has a Decision Support product  that sits on top of the Oracle Database system. It a is multi-dimensional  tool that is built for this type of system. The problem with building  a decision support system using the Oracle, or for that matter any  relational database system, it is designed as a transactional based system  not subject based as need for decision support. You might consider this  in determining what tools to use for this project.
