   Okay... assume that will 'solve' every problem... now all you have to do is make that change in every line of code in your organization...

   That's what makes this problem difficult. The sheer size of it.

   And one more thing... since you cannot do 'it' in an instant... what do you fix first?

   'Solutions' are 'easy'...
   Implementation and testing are not.
