When to use multi-threaded server

Does anyone have any rule-of-thumb as to when it is appropriate to use a multi-threaded server? Is it based on the number of users? If so, about how many users make the overhead worthwhile? Any other considerations?

Does anyone have any guidelines on what to set the server and listener process parameters to?

Thanks in advance for taking the time to reply. I'll summarize if there's any demand for it.
