We have been running the 16-bit version of SQL*Net on Windows 95 since August. It works just fine. (We are still waiting for the 32-bit version so we can use Microsoft Office 95 applications with ODBC to access our Oracle databases.)  

My machine has both SQL*Net versions 1 and 2 coexisting.  

For version 1, I have "SQL*Net TCP/IP 1.1.9.0A" installed. For version 2, I have "SQL*Net 2.1.4.1.4" and "Oracle TCP/IP Adaptor 2.1.4.1.3A" For both versions, the "TCP/IP Vendor" is "Microsoft Windows NT TCP/IP 3.1, 3.5"  

(This might be the key: Windows 95's Winsock is a 32-bit stack, which is compatible with the stack implemented on Windows NT.)
