Oracle has a class on standards. I went to the mini-education seminar at IOUG in 95. The stuff in the hand-out's was excellent, I wish Oracle would release that to either public domain, or as something that registered support users could get, anything. Sorry but handing that stuff out in a class that's tagged as a manager type class is a crying shame.
