Refer to the Installation guide for Developer/2000. You can set the environment variables in the ORACLE.INI file. Some of the variable names you will find useful are FORMS45_PATH, REPORT25_PATH, etc.

Make sure that the FORMS45_PATH variable is set to the directory that your .FMXs and .MMXs are in your directory.
